THE SHARON McBRIDE FILE
SHARON L. McBRIDE · SOUTH BEND COMMON COUNCIL, DISTRICT 3 · COUNCIL PRESIDENT 2022–2024
Director, St. Joseph County DuComb Center, 2011–2024 · Sworn deposition: November 10, 2023 · Collier v. McBride, 71C01-2501-CT-000035
What this file is. This file is built out of four things, and nothing else: her own words, given under oath. A map drawn by the City of South Bend itself. The Indiana statute that governs her seat. And the court record of the one lawsuit that tried to put the first three together — and was dismissed before any judge ever reached the questions. Every factual statement here is drawn from the documents exhibited or cited on this page.
What this file does not claim. Read this first, because this file insists on it. Sharon McBride has never been charged with a crime — not in the county investigation, not in the residency matter, not anywhere a record of it can be found. And this file does not claim that her legal domicile sits outside District 3. Indiana law does not ask where a person sleeps; it asks where her domicile is, and domicile turns on intent. What this file prints is the sworn testimony, the geography, the statute, and the procedural record — in full, including her own explanation, in her own words — and leaves the weighing to the reader. What could not be verified from a public record is not in this file.

Every file in this series is built the same way: public records, exhibited in full, and nothing in them that the paper does not say. Finish one file, and the next is waiting — the loop does not close.

THE SHAWN APPS FILE
Thirteen appointments. Six terminations for cause. Four waiver denials — every one of them in the training academy’s own ledger, and the departments kept hiring him anyway. This is the file that started the series: one officer’s whole career, in the government’s own paper.
