Timothy Barber was a South Bend police officer. On July 13, 2022, he pleaded guilty to child seduction and official misconduct — felonies arising from his sexual conduct with a 16-year-old in his patrol car while he was on duty. On September 9, 2022, the court imposed four years and suspended all of it but the two days he had already spent in jail. He resigned from the department six days after sentencing. The state board that licenses Indiana police officers did not revoke his law-enforcement certification until December 16, 2024 — more than two years after the plea.
This file is the public record of that case and of the badge in front of it: the six counts exactly as filed — with the four counts the State dismissed printed at the same size as the two he admitted — the plea, the sentence as the court's own docket records it, the leave and the resignation, the certification, the civil case, and the records requests now running to complete the file. The child in this case is never named or described in this file beyond the words of the charge itself.
The Record At A Glance — From The Docket And The State's Own Lists
CONVICTED on his guilty plea, September 9, 2022: Child Seduction (Level 5 felony) and Official Misconduct (Level 6 felony). Four counts DISMISSED the same day. Sentence: 4 years imposed, all but 2 days suspended; probation — the docket records it completed September 8, 2026. Resigned September 15, 2022; the Board of Public Safety accepted the resignation September 21, 2022. Certification revoked December 16, 2024 (Indiana Law Enforcement Training Board list). Records now running: his complete SBPD file and his state certification file, both requested November 6, 2026.

THE SHAWN APPS FILE
Thirteen appointments. Six terminations for cause. Four waiver denials — every one of them in the training academy’s own ledger, and the departments kept hiring him anyway. This is the file that started the series: one officer’s whole career, in the government’s own paper.
